跨省就业下省域教育财政支出对本地劳动力人力资本的贡献研究

摘　　要：在以公立教育为主的国家,增加教育财政支出是增加劳动力人力资本存量的重要途径。在我国跨省就业规模较大的现实背景下,研究省级教育财政支出对本地劳动力人力资本的贡献有利于相关政策的制定与完善。研究表明:我国劳动力人力资本存在显著的省域不平衡,并呈现较强的以经济距离为权重矩阵的空间相关性;全样本的实证分析发现,省级教育财政支出对本地劳动力人力资本的影响不显著;基于地区样本的实证分析发现,中部省级教育财政支出对劳动力人力资本积累正向促进效应最显著,其次是东部地区,而在西部地区不显著,验证了省级教育财政支出促进本地劳动力人力资本积累的效应与跨省就业规模密切相关的研究假说。因此,为提高劳动力人力资本水平,省级政府除统筹扩大教育支出规模以外,还需要完善劳动力就业市场和就业环境,形成合理的工资定价机制,吸引人才到本地就业。In a country dominated by public education,education finance is an important way to increase the stock of human capital of labor force.Under the realistic background of the large scale of cross provincial employment in China,this paper studies the contribution of provincial education fiscal expenditure to the human capital of local labor force.The results show that there is a significant regional imbalance in the human capital of labor force in China,and there is a strong spatial correlation based on the weight matrix of economic distance;The empirical analysis of the whole sample shows that the effect of provincial education fiscal expenditure on the human capital of labor force is not significant;The empirical analysis based on regional samples shows that the positive contribution effect of provincial education fiscal expenditure on human capital accumulation of local labor force is the most significant in the central China,followed by the eastern China,but it is insignificant in the western China,which confirms the research hypothesis that the effect of provincial education fiscal expenditures on human capital accumulation of local labor force is closely related to the scale of cross provincial employment.Therefore,in order to improve the human capital level of labor force,provincial governments need to improve the labor force employment market and employment environment,form a reasonable wage pricing mechanism,and attract talents to local employment,in addition to coordinating the expansion of education expenditure scale.
