摘　　要：绿色低碳发展已成为全球石油石化企业的共识。石油石化行业作为我国国民经济的支柱产业,也是高能耗和高碳排放行业,石油石化行业的绿色低碳转型,对于我国实现“双碳”目标意义重大。“双碳”目标的实现离不开金融服务的支持,绿色金融对石油石化行业的发展具有引导资源配置、市场价格发现和风险管理三大功能,其内容主要涵盖绿色贷款、绿色债券、转型债券、绿色股票指数及相关产品、绿色基金、碳市场等。通过建立与低碳转型相适应的绿色金融体系,引导资本有序重新分配,利用市场定价挤出两高投资,激励低碳投资,缓解绿色转型中的投资风险,从而助力石油石化行业绿色低碳转型。当前,我国石油石化企业需要积极制定路径更加清晰、指标更加明确的碳减排计划,以满足资本市场投资者的诉求。同时要加快发展我国的碳市场,未来将碳关税为我所用。Green and low-carbon development has become the consensus of global petroleum and petrochemical enterprises.As a pillar industry of China′s national economy,the petroleum and petrochemical industry is also an industry with high energy consumption and high carbon emissions.The green and low-carbon transformation of the petroleum and petrochemical industry is of great significance for China to achieve the goal of"double carbon".The realization of the"double carbon"goal cannot be achieved without the support of financial services.Green finance has three functions of guiding resource allocation,market price discovery and risk management for the development of the petroleum and petrochemical industry,which mainly covers green loans,green bonds,transition bonds,green stock indexes and related products,green funds,carbon markets,etc.By establishing a green financial system compatible with the low-carbon transition,guiding the orderly redistribution of capital,using market pricing to squeeze out two high investment,incentivise low-carbon investment,and alleviate investment risks in the green transition,so as to help the green low-carbon transformation of the petroleum and petrochemical industry.At present,China′s petroleum and petrochemical enterprises need to actively develop carbon emission reduction plans with clearer paths and clearer indicators to meet the demands of capital market investors.At the same time,we must accelerate the development of China′s carbon market and use carbon tariffs for our own in the future.
