行业协会商会参与社会治理的挑战与对策

摘　　要：行业协会商会作为枢纽型经济性社会组织,是我国社会治理的重要主体。行业协会商会参与社会治理是服务社会发展的必然选择,一方面,政府职能转变促进行业协会商会的发展;另一方面,政府赋能行业协会商会参与社会治理。但是行业协会商会参与社会治理也面临诸多挑战,具体表现为自身造血功能不足、公共决策沟通职能缺位。因此,在当前行业协会商会的发展中,应从组织建设和法律保障的层面来提升其社会治理能力。政府应促进行业协会商会健康有序地发展,使其积极地参与社会治理创新。As a pivotal economic social organization,trade associations and chambers of commerce are important subjects of social governance in China.The participation of trade associations and chambers of commerce in social governance is an inevitable choice to serve the development of society.On the one hand,the transformation of government functions promotes the development of trade associations and chambers of commerce.On the other hand,the government empowers trade associations and chambers of commerce to participate in social governance.However,the participation of trade associations and chambers of commerce in social governance also faces many challenges,which are manifested in the lack of their own blood-making function and the absence of public decision-making and communication functions.Therefore,in the current development of trade associations and chambers of commerce,their social governance ability should be enhanced from the levels of organization construction and legal protection.The government should promote the healthy and orderly development of trade associations and chambers of commerce,so that they can actively participate in social governance innovation.
