摘　　要：大学发展规划是高校工作的依据,在大学的建设、发展、改革和创新过程中起到纲领性的作用。该研究基于集体行动理论的视角分析大学发展规划的“集体性”和“行动性”,探索基于选择性激励、机制构建和组织支持的三大实践逻辑,构建由寻求认知共识、实践强有力制度和规范组织行动组成的实施机制,以促进大学发展规划的有效性。University development planning is the basis of university work.It plays a programmatic role in the process of university construction,development,reform and innovation.This study analyzes the"collectivity"and"action"of university development planning based on the perspective of theory of collective action.It explores three practical logics based on selective incentive,mechanism construction and organizational support,and constructs an implementation mechanism composed of seeking cognitive consensus,practicing a strong system and standardizing organizational actions,so as to promote the effectiveness of university development planning.
