浅议大同市产业扶贫与产业振兴的衔接问题

摘　　要：产业扶贫过渡到产业振兴,意味着产业发展的模式和路径均发生重大变化,需要产业部门和政府管理部门采取有效办法实现产业扶贫到振兴的无缝切换。从大同市脱贫县区现有的产业发展情况调研入手,采用田野调查、小组座谈、现场观察等方法采集了相关资料,通过对比分析、因素分析等方法研究了产业扶贫和产业振兴的衔接问题,梳理出衔接过程中应该坚持的三个工作导向,即品牌化经营导向、农产品精深加工导向、知识技术赋能导向;归纳出了大同市产业扶贫向产业振兴阶段衔接的三种切入方式,即产业规划角度切入、农文旅产业融合角度切入、农产品电商倒逼产业升级角度切入,为大同市产业振兴工作的有效开展提供了理论支持。It means that the mode and path of industrial development have significant changes when the industrial poverty alleviation transits to industrial revitalization,which requires the effective measures by industrial departments and government administrative departments to implement the seamless transition from industrial poverty alleviation to industrial revitalization.This article takes Datong city as an example,adopts the field investigation,group discussion,field observation and other methods to collect the relevant data,and then it studies the connection between industrial poverty alleviation and industrial revitalization by means of the contrast analysis,factor analysis method,and sorts three orientation which should be insisted on:brand management orientation,agricultural products intensive processing orientation,knowledge and technology empowerment orientation,then it also summarizes three approaches to connect industrial poverty alleviation to industrial revitalization in Datong namely from the perspective of industrial planning,agricultural,cultural and tourism industry integration,and agricultural product e-commerce forcing industrial upgrading.This paper provides theoretical support for the effective development of Datong industrial revitalization.
