摘　　要：条块关系是中国政治运行中的一个重要概念。既有研究多关注条块间的功能差异与张力,对于条块间可能存在的合作与赋能关系着墨不多。文章提出,当“条”所提供的公共物品存在明确的次国家边界,特别是当其嵌入作为“块”的地方政府辖区时(例如铁路),“条”就具备了利用自身资源优势赋能地方发展的条件。“条”对“块”赋能的具体模式取决于地方发展水平,特别是地方政府能力的高低。通过比较铁路在四川和云南两个县的发展中所起的不同作用,文章提炼了铁路赋能地方发展的两种实现路径和机制。文章的发现对于理解条块互动关系及其在区域协调发展中的作用具有重要的理论和现实意义。The tiao-kuai relationship holds significant importance in Chinese politics.However,existing studies have primarily focused on functional differentiation and tensions between tiao and kuai,overlooking the potential for a cooperative and mutually empowering dynamic between the two.This research aims to address this gap by arguing that when tiao provides public goods with clear sub-national boundaries,particularly when embedded within the jurisdictions of kuai(such as railways),it can empower the development of kuai by leveraging its policy resources.The modes of empowerment are contingent upon the capacity of local authorities(kuai).Through two case studies comparing the role of railways in local development in Sichuan and Yunnan,this research identifies and summarizes two pathways through which railways can empower local development and the underlying mechanisms at play.The findings of this research have practical implications for understanding how cooperation between tiao and kuai can contribute to balanced regional development and the realization of common prosperity.
