“欧洲大学”联盟建设举措、成效与启示

摘　　要：高校国际联盟是当代高等教育国际化的重要方式之一。2019年欧盟委员会推出了联盟形式的“欧洲大学”,近年来,各联盟通过搭建数字校园平台等一系列建设举措,进一步加快了在线课程和资源的组合与汇集,促进了新冠疫情下联盟成员的经验做法分享,推动了开放科学、开放教育和开放数据实践,实现了对联盟成员及区域发展的多样化支持。“欧洲大学”对我国高校国际联盟建设的启示包括:强化宏观部署,掌握联盟和相关高校合作进程;拓展数字化应用场景,保持联盟活动可持续性;探索国际合作新空间,增强应对全球性挑战的能力;推动教育促进民心相通,提高区域身份与价值认同。Intermational aliances of universities are important to the modern internationalization of higher education.In 2019,the:European Commission launched the European University aliance.In recent years,various aliance members have further accelerated the combination and aggregation of online courses and resources,such as building a digital campus platform.These have promoted the sharing of experience and practices among alliance members under the epidemic situation,helped realize open science,open education,and open data practices,and offered diversified support for alliance members and regional development.The implications for China to build intemational aliances of universities include strengthening macro deployment through mastering the process of alliance and related university cooperation;expanding digital applications to maintain the sustainability of alliance activities;exploring new spaces for intermational cooperation to enhance the capability to tackle global challenges;developing education to promote mutual understanding between people to enhance regional identity and value recognition.
