赋权式治理:乡村生态治理的空间行动逻辑

摘　　要：传统科层制线性治理在乡村生态治理中存在着空间失语的治理失灵问题。从空间视角审视乡村生态治理实践的案例,建构出一个包含“经济空间-权力空间-文化空间”的空间理论框架,以剖析乡村生态空间治理的赋权式治理机制。多重利益结构为赋权式治理提供了经济空间基础,而基于经济空间结构可形成“前台”和“后台”相互转换的权力空间秩序,打破了政府和农民的权力体制壁垒和边界。地方文化空间基于乡村社会内外身份结构和“面子观”,为权力空间秩序良好运转提供社会结构基础,形成“经济-权力-文化”三维一体的整体空间关系治理。因此,应推动生态空间治理从自然实体要素治理转向空间关系治理。The traditional bureaucratic linear governance in rural ecological governance has the problem of governance failure featured as"spatial aphasia".This paper examines the case of rural ecological governance practice from the perspective of space,and constructs a spatial theoretical framework including economic space,power space and cultural space to analyze the empowered governance mechanism of rural ecological governance.The multiple interest structure provides the economic space basis for empowered governance,and based on the economic space structure,the convertible power space order based on"foreground"and"background"can be formed,breaking the power system barriers and boundaries between the government and farmers.The local cultural space is based on the internal and external identity structure of the rural society and the"face view",which provides the social structure basis for the good operation of the power space order,and forms the overall spatial relationship governance involving economy,power and culture.Therefore,we should transform the focus of ecological spatial governance from natural entity element to spatial relationship.
