摘 要:科技人才是建设科技强国的力量源泉,高校科技人才是科学研究的主力军,是国家战略人才力量的重要组成部分。天津市高校科技人才队伍与全国高校相比,存在规模较小、科技领军人才和优秀青年人才缺乏、人才考核评价机制不完善等问题。通过分析对比天津市与全国“双一流”高校人才情况、高校人才管理制度,提出现阶段天津市高校科技人才队伍面临的问题,探讨构建天津市高校科技人才新生态的路径及方法,为天津市科技人才工作高质量发展提供理论支撑和相关政策建议。Scientific and technological talents are the source of strength to build a powerful country in science and technology.Scientific and technological talents in colleges and universities are the main force of scientific research and an important part of the national strategic talent force.Compared with colleges and universities across the country,the scientific and technological talent team in Tianjin’s colleges and universities has problems such as small scale,lack of scientific and technological leading talents and outstanding young talents,and imperfect talent evaluation mechanism.By analyzing the situation of talents in Tianjin’s“double top”colleges and universities and the national“double top”colleges and universities,and comparing the talent management system of colleges and universities,this paper proposes the problems faced by the scientific and technological talents in Tianjin’s colleges and universities at the present stage,discusses and proposes the path and methods to build a new ecosystem of scientific and technological talents in Tianjin’s colleges and universities,and provides theoretical support and relevant policy suggestions for the high-quality development of scientific and technological talents in Tianjin.
