从“十四五规划”等政策文件和若干城市设计案例谈新时期城市设计的创新性

摘　　要：城市设计的目的就是采用设计的手段解决相关的城乡空间问题,进而提高城乡环境质量与效能。面对着城市建设与治理上的诸多新情况与新要求,城市设计学科唯有通过系列的创新,适时实现转型才能真正实现“能用、管用、好用”。城市设计创新包含概念创新、设计创新、成果创新与管理创新,它们相互间互为逻辑、缺一不可。研究结合“十四五规划”等相关政策文件和一些优秀城市设计与管理案例对上述内容进行了具体阐述,提出城市设计概念急需进行拓展;设计创新不仅包括理念与标准创新,还包括城、乡设计方法的创新,传统土建学科的深度融合和新技术的对接运用;成果创新的关键是实现从设计语言向管理语言的转译,“系统性成果地块化”是协调控规与城市设计成果的难点所在;管理创新本质上是一种能动的“二次设计”过程,面临着组织机制与管理精细化等创新内容。研究还提出了“法定导则附加操作指南”,“基于目标与底线思维的奖惩措施”等成果与实施创新办法。The purpose of urban design is to solve the relevant urban rural space problems by means of design,so as to improve the quality and efficiency of urban rural environment.Faced with many new situations and requirements in urban construction and governance in the new era,only through a series of innovations and timely transformation can the discipline of urban design truly achieve"usable,effective,and easy to use".Urban design innovation includes conceptual innovation,design innovation,achievement innovation,and management innovation,which are mutually logical and indispensable.Combined with the"14th five year plan"and some urban design cases,the research elaborates the above contents,also puts forward that:1)the concept of urban design needs to be extended;2)design innovation not only includes innovation in concepts and standards,but also includes innovation in urban and rural design methods,deep integration of traditional civil engineering disciplines,and the docking application of new technologies;3)translating design language into management language is a way to achievement innovation,and"Systematic achievement localization"is the key to coordinating regulatory planning and urban design;4)in essence,management innovation is a dynamic"secondary design"which faces innovation of organizational mechanisms and refinement of management,ect.The research also proposed achievement and implementation innovation methods such as"statutory guidelines add operational guidelines","reward and punishment measures based on goal and bottom line".
