单打独斗还是互利共赢?来自新能源汽车推广应用试点城市碳减排效应的证据

摘　　要：城市竞合关系下合作试点相比单独试点是否能够带来试点效果的提升?已有研究对试点效果的探讨大多基于城市间竞争关系这一前提假设,较少关注城市间合作机制被引入试点模式后可能产生的试点效果差异,且对于城市间合作是否有效存在争议。选取我国于2013年启动的新一轮新能源汽车推广应用试点为案例场景,将此轮试点形成的以单一城市为申报单元的“单独试点”和以城市群为申报单元的“合作试点”作为核心分析对象,利用2009-2018年全国267个地级市面板数据,采用多期双重差分模型对单独试点与合作试点的碳减排效应进行分析,并进一步探讨可能存在的空间溢出效应。研究发现:(1)单独试点能够显著促进试点城市的二氧化碳减排,合作试点的影响效应不显著;(2)单独试点中,经历过上一轮试点的“十城千辆”试点城市相比本轮试点中新加入城市实现了更好的碳减排效果,但“十城千辆”试点城市的优势在合作试点中却并未显现;(3)单独试点与合作试点均会对周边城市二氧化碳减排产生显著促进作用,且合作试点所带来的溢出效应比单独试点大。Can the cooperative pilot under the urban competition and cooperation relationship improve the pilot effect compared with the independent pilot?Existing studies on pilot effect are mainly based on the premise of the inter-city competition relationship,and less attention is paid to the differences in the pilot effect after the inter-city cooperation mechanism is introduced into the institutional arrangement,and whether the inter-city cooperation is effective has been long-standing controversy.This paper selects the new round of new energy vehicle promotion and application pilot launched in 2013 as the case,and takes the"independent pilot"with a single city as the application unit and the"cooperative pilot"with urban agglomeration within this round of pilot as the core analytical objects,uses the panel data of 267 prefecture-level cities nationwide from 2009 to 2018,and adopts multi-phase difference-in-difference design to analyze the carbon emission reduction effect of independent pilot and cooperative pilot,and further explores the possible spatial spillover effect.The study found that:(1)The independent pilot can significantly promote the carbon emission reduction of pilot cities,but the impact of the cooperative pilot is not significant;(2)As for the independent pilot,the pilot experience accumulated in the previous round of pilot and the corresponding industrial base enable the"Ten Cities Thousand Units"pilot cities achieve better effect,but their advantages fail to appear for the cooperative pilot;(3)Both the independent pilot and cooperative pilot could significantly promote the carbon emission reduction in the surrounding cities,and the spillover effect of the cooperative pilot is greater than that of the independent pilot.
