摘　　要：目的探讨“双通道”机制下定点零售药店执业药师的作用。方法梳理“双通道”药品通过定点零售药店供应时存在的风险;总结“双通道”机制下,定点零售药店执业药师的配备要求;并提出为规避相关风险,执业药师应发挥的作用。结果“双通道”药品多为创新药,且价格昂贵,通过定点零售药店供应时存在一定的用药安全风险和医保基金控费风险。各省(自治区)市在落实“双通道”机制及遴选定点零售药店时均强调配备执业药师,并在配备数量、注册时间、提供服务等方面作出要求。“双通道”机制下,定点零售药店的执业药师可通过加强信息化管理、提供专业药学服务、提升医保控费管理水平、加强注射剂品种的日常管理,促进国家医保谈判药品“双通道”机制的落地实施。结论执业药师需不断提升专业化药学服务水平、特殊药品管理能力及综合执业水平,从而更好地满足新形势下公众对安全合理用药和健康服务的需求。Objective To investigate the role of licensed pharmacists in designated retail drugstores under the″dual channel″mechanism.Methods The risks of″dual channel″drugs supplied through designated retail drugstores were sorted out,the staffing requirements of licensed pharmacists in designated retail drugstores under the″dual channel″mechanism were summarized,and the role that licensed pharmacists should play to avoid risks was put forward.Results Most of the″dual channel″drugs were innovative and expensive,and there were certain risks of medication safety and medical insurance fund control when supplied through designated retail drugstores.When implementing the″dual channel″mechanism and selecting designated retail drugstores,all provinces(autonomous regions)and cities emphasized the staffing of licensed pharmacists,and made requirements in terms of the staffing level,registration time and provided service.In order to promote the implementation of the″dual channel″mechanism of national medical insurance negotiation drugs,the licensed pharmacists in designated retail drugstores should strengthen information management,provide professional pharmaceutical care,improve the management level of medical insurance fee control,and strengthen the daily management of injection varieties under the″dual channel″mechanism.Conclusion Licensed pharmacists should continuously improve their professional pharmaceutical care level,management ability for special drugs and comprehensive practice level to better meet the public's demand for safe,rational medication and health services under the new situation.
