摘　　要：通过深入解读《海上交通安全法》的适用条款、海岸线和河海界线的含义,分析广州港水域河海界线的现状及其成因,指出其对《海上交通安全法》在广州港水域实施中造成的影响,包括对适用对象、行政处罚、社会认知和海事执法等方面。结合对相关定义的理解,从有利于港航事业发展和海事监管的实际出发,提出解决问题的对策与建议,旨在为海事部门优化和调整河海界线、更好地推动《海上交通安全法》在广州港水域的贯彻实施提供参考意见。Through an in-depth interpretation of the applicable provisions of the Maritime Traffic Safety Law and the connotation of coastline and river-sea boundary,the paper analyzes the current situation of river-sea boundary in the Guangzhou Port waters and the causes,and indicates its impact on the implementation of the Maritime Traffic Safety Law in the Guangzhou Port waters,from such aspects as application targets,administrative penalty,social awareness,and maritime law enforcement.Based on the understanding of relevant definitions,and proceeding from the practical purpose of promoting the development of port and shipping industry and maritime supervision,this paper puts forward countermeasures and suggestions to address the problems,in order to provide reference to the maritime administration in optimizing and adjusting the river-sea boundary,and promote the implementation of the Maritime Traffic Safety Law in the Guangzhou Port waters.
