流通型龙头企业主导下淡水产品三产融合发展模式的思考

摘　　要：我国淡水产业处于高质量发展的关键时期,但在生产、加工、流通等环节存在的关键性、长期性问题和矛盾尚未得到根本解决,迫切需要延长产业链、提升价值链、完善利益链,实现一、二、三产业的深度融合。流通型龙头企业在我国淡水产业三产融合发展中发挥重要的引领带动作用。政府的政策支持、企业的盈利增收需求、市场的消费需求、数字新技术的发展是三产融合发展的重要驱动力量。笔者首先梳理了在流通型龙头企业带动下淡水产品第一、第二、第三产业的运作模式,然后探讨了淡水产品三产融合的具体模式,最后从“一产业为基础、二产业为支柱、三产业为核心”的角度提出了淡水产品三产融合发展的主要思路。China’s freshwater industry is in a critical period of high-quality development,but the key,long-term problems and contradictions in production,process and circulation have not been fundamentally resolved.There is an urgent need to extend the industrial chain,enhance the value chain,improve the chain of interests,and achieve the deep integration of primary,secondary and tertiary industries.Circulation-type leading enterprises play an important leading role in the development of the integration of three industries in China’s freshwater industry.The government’s policy support,the enterprise’s demand for profit and income increase,the market’s consumption demand,and the development of new digital technology are important driving forces for the development of the integration of three industries.Under the leadership of circulation-type leading enterprises,we firstly sorted out the operation mode of primary,secondary and tertiary industries of freshwater products,and then explored the specific mode of integration of the three industries of freshwater products.Finally,the main idea of the integration of the three industries of freshwater products was proposed from“the first industry as the base,the second industry as the support,and the third industry as the core”.
