农村厕所革命差异化需求的满足与供给实践研究——基于河南S村实证调查

摘　　要：厕所革命是改善农村人居环境的一个重要举措,对社会主义生态文明建设及人与自然和谐发展具有重大现实意义。该文通过对河南省S村厕所革命推动的实证调查研究,发现村民在厕改中更注重厕所的实用性,且随着生活水平的提高,村民对厕所产生新的需求。厕所革命整体推动以政府为主,市场未发挥出调节与监督作用;自上而下的供给形式忽视村民的实际需求;缺乏农村人居环境整治的整体规划性,提出在厕改中要保证村民的主体地位、加强公众参与、完善监督制度、强化资金保障和统一规划健全配套设施的对策,希冀进一步推动厕所革命的开展,打造更好的农村人居环境。Toilet revolution is an important measure to improve the living environment in rural areas,which is of great practical significance to the construction of socialist ecological civilization and the harmonious development of man and nature.Through the empirical investigation and research on the promotion of the toilet revolution in S Village,Henan Province,this paper finds that the villagers pay more attention to the practicability of the toilet in the toilet reform,and with the improvement of living standards,the villagers have new emotional and practical needs for the toilet.The overall promotion of the toilet revolution is mainly promoted by the government,and the market does not play the role of regulation and supervision;the top-down supply form ignores the implementation needs of the villagers;and there is a lack of the overall planning of the renovation of the rural living environment.Thus,this paper puts forward the countermeasures of ensuring the dominant position of the villagers,strengthening public participation,perfecting the supervision system,strengthening the financial guarantee and unified planning and perfecting supporting facilities in the toilet reform,in the hope of further promoting the development of toilet revolution and creating a better living environment in rural areas.
