摘  要:“硕师计划”是解决我国农村地区高质量基础教育师资不足的重要政策。基于史密斯政策执行模型进行分析,“硕师计划”执行过程存在一些问题:政策价值取向与实践取向之间存在冲突;培养院校和实习学校缺乏沟通协调;目标群体满意度不高,出现城市化就业倾向;社会认可度不高,政策宣传力度不足。其优化路径可以考虑:协调政策价值取向与实践取向的矛盾,基于目标定位优化政策群;建立校-校双向联络机制,增加执行机构黏合力;兼顾经济支持和人文关怀,提高目标群体满意度;传统手段与新媒体技术宣传同向发力,提升社会大众认可度。“Master Teacher Plan”is an important policy to solve the shortage of high-quality basic education teachers in rural areas.Based on the analysis of Smith's policy implementation model,some problems in the implementation process of“Master Teacher Plan”are as follows:conflict between policy value orientation and practice;lack of communication and coordination between training institutions and practice schools;the satisfaction of the target group is not high and there is a tendency of urbanization employment;social recognition is not high and policy propaganda is insufficient.The optimization path can be considered as follows:coordinate the contradiction between policy value orientation and practice orientation,optimize policy group based on target orientation;establish a two-way school-to-school liaison mechanism to increase the adhesion of executive bodies;give consideration to economic support and humanistic care to improve the satisfaction of target groups;traditional means and new media technology propaganda work in the same direction to improve the recognition of the public.
