政府推动社会企业参与社区服务的行动策略与逻辑——基于C市W区的实证考察

摘　　要：随着公众需求层次的提升,社区居民对服务质量提出了更高的要求,因此社区迫切需要不断创新社区服务供给方式。而社会企业以其独特的优势得到了很多地方政府的认可与推崇,成为参与社区服务供给的有效力量。本文以政府如何推动社会企业参与服务为研究起点,运用个案研究,分析政府推动社会企业参与社区服务的行动策略与内在逻辑。研究发现,现阶段政府主要通过显性助推策略、隐性助推策略与关联性助推策略的应用为社会企业参与社区服务提供支持,其内在行为蕴含着治理创新逻辑、公民服务逻辑、主体再造逻辑。而且,随之形成的助推式融合具有很强的现实回应性,可以成为社会企业社区化发展的范式选择。With the improvement of the level of public demand,community residents have put forward higher requirements for service quality,and it is urgent to innovate the way of community service supply.Social enterprises have been recognized and respected by many local governments for their unique advantages.It has become an effective force in participating in the provision of community services.Based on how the government promotes social enterprises to participate in service as the research starting point,the paper uses case studies to analyze the government’s action strategy and internal logic to promote social enterprises to participate in community services.The study found that at this stage, the government mainly provides surport for social enterprises to participate in community services through the application of explicit boosting strategies, implicit boosting strategies, and related boosting strategies. Re-engineering logic, and the resulting boosted integration have strongpractical responsiveness and can become a paradigm choice for the communitybased development of social enterprises.
