摘  要:新型电力系统在快速转型中面临严峻的频率稳定局面,隶属于安全稳定控制框架中的防失稳控制防线压力陡增。文中在构建“在线预算、实时匹配”的主动频率响应控制框架的基础上,计及紧急控制成本,提出一种安全与经济相协调的主动频率响应优化控制策略。依据不同调频资源的频率响应动态特征构建区域电网频率响应模型;从经济角度出发,以安全与经济协调为优化目标设计控制原则,构建基于模型预测控制的主动频率响应优化控制策略,通过调频资源动作深度的优化调控,实现频率安全的前提下紧急控制成本进一步降低。仿真分析表明,所提策略可优化协调不同禀赋的调频资源,实现主动频率响应控制的安全与经济协调。The new power system is facing a severe frequency stability situation in the rapid transformation,and the pressure on the anti-destabilization control line belonging to the safety and stability control framework has sharply increased.On the basis of constructing an active frequency response control framework of“online budgeting and real-time matching”,taking into account emergency control costs,this paper proposes an optimal control strategy of active frequency response that coordinates safety and economy.According to the dynamic characteristics of frequency response of different frequency regulation resources,a regional power system frequency response model is constructed.From the economic point of view,the control principle is designed with the safety and economic coordination as the optimization goal,and the active frequency response optimal control strategy based on model predictive control is constructed.Through the optimal regulation of the action depth of frequency regulation resources,the emergency control cost on the premise of frequency safety is further reduced.Simulation analysis shows that the proposed strategy can optimize and coordinate frequency regulation resources with different endowments,while achieving safety and economic coordination of active frequency response control.
