摘　　要：社会规划作为政策科学标识性概念,蕴含着规划推进主体自身的价值观和行动属性,决定着政策资源能在多大程度上实现高效分配。从概念标识的角度理解社会规划的定义、属性和类型,可以发现它具备行动性、未来导向、动态性等特质,社会规划同时也是政策参与主体有意识互动的过程。社会规划在规范体系、适应性问题、实践属性等方面有着丰富的理论内涵,在提升规划过程操作性的基础上,需要从多个维度强化社会规划更新的动力机制,实现社会规划常态化的有机更新。Social planning,as a symbolic concept of policy science,contains the values and action attributes of the planning and promoting entities themselves,determining the extent to which policy resources can be efficiently allocated.Understanding the definition,attributes,and types of social planning from the perspective of conceptual identification reveals its characteristics of action,future orientation,and dynamism.Social planning is also a conscious process of interaction among policy participants.Social planning has rich theoretical connotations in normative systems,adaptability issues,practical attributes,and other aspects.On the basis of improving the operability of the planning process,it is necessary to strengthen the driving mechanism of social planning updates from multiple dimensions,and achieve the organic update of social planning normalization.
