文华图专档案管理科毕业论文——《论我国过去档案情形及今后国家档案馆之建立》述评

摘　　要：[目的/意义]文华图专档案管理科的首届毕业生王世芳撰写的毕业论文《论我国过去档案情形及今后国家档案馆之建立》,系统论述了国家档案馆的建制、体系结构、资源建设及制度保障,对研究我国近代国家档案馆建设构想具有重要的史料价值和学术参考价值。[方法/过程]在转录、整理论文手稿的基础上,通过文献调研与史料分析,系统梳理其主要内容及参考文献。在此基础上归纳总结论文关于建设国家档案馆的构想,并进行中外比较研究。[结果/结论]王世芳的毕业论文立足于当时的国家档案馆建设需求,参考了英美国家档案馆建设的经验,所提出的四级国家档案馆网体系以及拟定的《国家档案委员会组织法》和《国立档案馆内部组织》,具有时代进步性。但同时论文缺乏对来源原则的深入思考和运用,缺少对档案鉴定及销毁制度的科学研究,以及忽略了档案馆与图书馆业务工作的差异性,不可避免的存在时代局限性。[Purpose/significance]The thesis written by Wang Shifang,the first graduate of the Department of Archival Management of Boone Library School,entitled Archive Situation in China’s Past and the Future Establishment of the National Archives,systematically discussed the structure,architecture,resource construction and institutional safeguards of the National Archives,with an important historical and academic reference value for the study of construction concept of National Archives in modern China.[Methods/process]Based on transcribing and arranging the manuscript,the main contents and references are systematically sorted out through literature research and historical analysis.On this basis,this study summarizes the conception of the literature on the construction of National Archives and conducts a comparative study between China and foreign countries. [Result/conclusion] Wang Shifang’s thesis was based on the demands for the construction of the National Archives at that time, with the reference of the experience of the Western countries. The proposed four-level system of the National Archives network, as well as the formulation of the Organic Law of the National Archives Commission and the Internal Organization of the National Archives had the advances of the times. However, due to the lack of in-depth consideration and application of the principle of provenance, the lack of scientific research on the appraisal and destruction system of archives, and the neglect of the differences between archives and libraries, ages localization are inevitably exists in this thesis.
