摘  要:目的构建省级疾控中心疾病防控与卫生检验人员岗位胜任力模型。方法采用文献研究与小组讨论构建岗位胜任力指标库,采用德尔菲法专家咨询对指标重要性进行评分及两两比较,根据评分及专家意见修改岗位胜任力模型,运用层次分析法计算模型各级指标权重。结果27名专家参与2轮问卷调研,专家积极程度为100%,专家判断依据均值为0.94,专家熟悉程度均值0.90,专家权威程度为0.92,第2轮专家咨询各级指标Kendall协调系数W检验差异均有统计学意义(P均<0.05),2轮调查问卷Cronbach’sα系数均>0.95。最终确定的岗位胜任力模型包括4个一级指标,47个二级指标(疾病防控人员),41个二级指标(卫生检验人员)。一级指标权重排序为:综合能力(0.3900)>专业技能(0.2563)>知识储备(0.1790)>个人特征(0.1747),二级指标(疾病防控人员)中问题解决能力(0.0417)、预防医学(0.0382)权重最高,二级指标(卫生检验人员)中科学研究能力(0.0521)、问题解决能力(0.0505)权重最高。结论本研究构建的省级疾控中心疾病防控与卫生检验人员岗位胜任力模型可信度较高,可为疾控专业人员的引进、培养和评价提供科学依据。Objective To construct a post competency model of disease prevention and control and health inspection professionals in provincial CDC.Methods Literature research and group discussion were used to construct a post competency indicator library,and Delphi method of expert consultation was used to score the importance of indicators and compare them in pairs.The post competency model was revised based on ratings and expert opinions.Analytic hierarchy process was used to calculate the weights of indicators at all levels in the model.Results A total of 27 experts participated in two rounds of questionnaire research.The experts’positivity index was 100%,the mean of experts’judgment index was 0.94,the average experts’familiarity index was 0.90,and the experts’authority degree was 0.92.In the second round of expert consultation,the coordination coefficient by Kendall’W test of all indicators at different levels were statistically significant(all P<0.05).The Cronbach’sαcoefficients of two rounds of survey were all greater than 0.95.The final post competency model included four primary indicators,47 secondary indicators for disease prevention and control professionals,and 41 secondary indicators for health inspect professionals.The weight ranking of the primary indicators was as follows:comprehensive ability(0.3900)>professional skills(0.2563)>knowledge reserve(0.1790)>personal characteristics(0.1747).Among the secondary indicators for disease prevention and control professionals,problem-solving ability(0.0417)had the highest weight,followed by preventive medicine(0.0382).Among the secondary indicators for health inspect professionals,scientific research ability(0.0521)had the highest weight,followed by problem-solving ability(0.0505).Conclusions The post competency model of disease prevention and control and health inspection professionals in provincial CDC constructed in this study had high credibility and could provide scientific basis for the introduction,cultivation,and evaluation of disease control profes
