摘  要:党的二十大报告指出,推进国家安全体系和能力现代化,坚决维护国家安全和社会稳定。在“国家安全”顶层设计的战略布局中,舆论引导是重要组成部分,特别是智能媒体时代涉及民族因素的重大舆情与突发事件的学理特征、舆论引导机制需要进一步探索。文章分析了智媒时代民族舆情发展的“新媒体化”特征,指出其主要体现在网民数量庞大且多元化、新媒体与新技术成为民族舆情发展的主要平台与重要推手、民族舆情呈现出明显的“涟漪效应”与群体极化现象等。妥善处置民族舆情是国家安全的有机组成部分,是铸牢中华民族共同体意识的重要举措,是民族地区社会高质量发展的重要保障。在此基础上,应从明确民族舆情治理的战略定位、构建全媒体民族舆情监测系统、掌握新媒体话语权诸方面入手,推动国家安全制度建设能力现代化。The 20th National Congress of the CPC emphasized the advancement of the national security system and the modernization of capabilities to firmly safeguard the nation’s security and social stability.Within this strategic framework of“national security,”media guidance plays a crucial role,particularly in the intelligent media era,where significant forms of public opinion involving ethnic factors and characteristics of emergent events require further exploration of the mechanisms of media guidance.The occurrence,development,monitoring,and management of ethnic public opinion in the intelligent media era have undergone significant changes driven by the internal rule of“new media.”New media platforms—such as Weibo,WeChat,short video platforms,and online communities—have become the primary battlefield for the development and guidance of ethnic public opinion.Additionally,the widespread application of emerging technologies like Artificial Intelligence(AI),Virtual Reality(VR)and Augmented Reality(AR),machine algorithms,big data,and blockchain has resulted in distinct features of ethnic public opinion events compared with the past.This paper starts with an examination of new media characteristics of ethnic public opinion and aims to explore several internal regularities in its evolution:Firstly,data reveals the vast and diverse population of internet users has turned new media and technology into the primary platforms and critical drivers for the development of ethnic public opinion.By December 2022,China had 1.067 billion internet users Secondly,ethnic public opinion exhibits a noticeable“ripple effect”:Due to the nature of social media,the new media public opinion arena has transitioned from a“parliament”to a“social square.”Some events have a very high impact,transforming a localized“minor incident”into a“major one”with profound consequences for specific organizations or even all of society,exhibiting a ripple effect in event dissemination.Thirdly,findings further show ethnic public opin
