低碳城市试点政策能否促进企业数字化转型?——基于准自然实验的证据

摘　　要：利用2008—2020年沪深A股上市公司面板数据,运用双重差分模型实证检验低碳城市试点政策的实施对企业数字化转型的影响效果。基准回归结果表明,低碳城市试点政策的实施能够显著提高企业数字化转型水平,在进行了一系列稳健性检验后这一结论依然成立。机制检验发现,低碳城市试点政策主要通过缓解企业融资约束和提升城市技术创新水平两个渠道促进企业数字化转型水平的提升。异质分析发现,低碳城市试点政策的实施对科技企业和大规模城市企业的数字化转型水平提升的促进作用更显著。进一步研究发现,实施低碳城市试点政策对企业数字化转型的促进作用还存在空间溢出效应,即实施低碳城市试点政策不仅促进了试点城市还促进了相邻城市企业的数字化转型水平提升。By the use of the panel data of A-share listed companies in Shanghai and Shenzhen from 2008 to 2020,a double difference model is applied to empirically test the effects of the implementation of low-carbon city pilot policies on the digital transformation of enterprises.Benchmark regression results find that the implementation of low-carbon city pilot policies can significantly promote the digital transformation of enterprises,and the results still hold after a series of robustness tests.The mechanism test finds that low-carbon city pilot policies promote the digital transformation level of enterprises mainly through two channels of alleviating the financing constraints of enterprises and improving the level of technological innovation of cities.The heterogeneity analysis finds that the implementation of the low-carbon city pilot policies have a more significant effect on improving the digital transformation level of technology enterprises and large-scale urban enterprises.Further study finds that the implementation of low-carbon city pilot policies has a spatial spillover effect on the digital transformation of enterprises,that is,the implementation of low-carbon city pilot policies not only improves the level of digital transformation in pilot cities but also in neighboring cities.
