金融服务对创新高校政府采购工作的可行性研究

摘　　要：结合优化营商环境背景下政府采购工作的实践,探索政府采购工作与金融服务跨行业间创新结合的执行方式及实操可行性。通过寻找创新切入点,突破固有模式,积极推动高校政府采购工作的改革发展。从融资租赁在高校设备采购及大型仪器设备共享中的运用、“政采贷”在高校政府采购工作中的实现、到金融服务与政府采购创新结合的难点3个方面进行研究,提出一个金融服务及政府采购一体化的操作方案,为高校政采工作提供优化思路及参考。Combined with the practice of government procurement under the background of optimizing the business environment,this paper explores the implementation mode and practical feasibility of innovative combination of government procurement and financial services across industries.Through looking for the breakthrough point of innovation and breaking through the inherent mode,the reform and development of university government procurement work are actively promoted.The study contains the financing lease in the equipment purchase and use of large-scale instruments and equipment sharing,“Government procurement loan”in the implementation of the government procurement work in universities,and financial services and government procurement innovation combined,and devises a financial services and integration of government procurement operation plan.For the universities administration it may provide an optimal idea and reference.
