关于数字技术引发“数字鸿沟”问题的研究

摘　　要：当前,伴随着互联网的迅速普及与传播,数字技术与实体经济广泛融合,数字技术在生产、生活中加速渗透,其规模化应用显著提升了资源配置效益,推动了新业态新模式迸发,创造了新型消费方式。与此同时,因数字技术的应用程度、应用规模、应用成果等存在差异,进而引发出潜在的“数字鸿沟”问题。本文立足我国现阶段的数字技术应用,以信息化发展、互联网发展、数字交易等多维指标为切入口,综合运用统计分析法、定量分析法、文献分析法等多种研究方法,测算分析出数字技术应用的潜在问题,即数字技术的应用能力差异加剧数字鸿沟、应用渠道不当加剧垄断制约、应用程度不当加剧数字生活“绑架”。基于此,本文提出应从数字技术的供给需求端、场景应用端、权责治理端发力,战略推进数字技术的深度应用,从而为数字技术与产业融合、转型升级和经济高质量发展保驾护航。At present,digital technology is widely integrated with the real economy.With the rapid popularization and dissemination of the Internet,digital technology has accelerated its penetration in production and life,and its large-scale application has significantly improved the efficiency of resource allocation.Digital technology promoted the emergence of new business forms and models,and created new consumption modes.At the same time,due to the differences in the application degree,application scale and application results of digital technology,the potential digital divide problem has been caused.Based on the current application of digital technology in China,this paper takes multi-dimensional indicators such as informatization development,Internet development and digital transaction as the starting point,and comprehensively uses various research methods such as statistical analysis,quantitative analysis and literature analysis to calculate and analyze potential problems in the application of digital technology.The difference in the application ability of digital technology aggravates the digital divid,the improper application channel aggravates the monopoly restriction,and the improper application degree aggravates the kidnapping of digital life.Based on this,this paper proposes that efforts should be made from the supply and demand side,scenario application side,and power and responsibility governance side of digital technology to strategically promote the in-depth application of digital technology,so as to escort digital technology and industrial integration,transformation and upgrading,and high-quality economic development.
