摘　　要：台湾地区自所谓“政治民主化”以来,福利支出快速增长且已连续多年跃居财政支出首位,但仍濒临破产。究其根源,国民党和民进党以统与“独”认同分歧替代西式两党制中左翼政党和右翼政党扩张与抑制福利的传统对立,导致国民党和民进党均以扩张福利取政治资源。福利政治化使福利分配加深社会分化,福利支出裹换经济发展,最终福利制度偏离促进社会公平的本质。因此,揭开台湾地区福利政治化面纱,既是保障台湾地区人民福社的当务之急,也为促进祖国统一提供制度基础。Since the so-called“political democratization”began in Taiwan,welfare expenditure has grown rapidly and has occupied the top fiscal expenditure for many consecutive years.In fact,it is still on the brink of bankruptcy.The basic reason is that,contrary to the traditional opposition parties between the left-wing parties and the right-wing parties in the western Two-party political system which expand or suppress welfare,the KMT and the DPP replaced this party competition with the national identity in Taiwan.It leads the KMT and the DPP to grab political resources by expanding welfare.This politicization of welfare has deepened the social polarization of welfare distribution,hindered economic development due to welfare expenditure,and deviated from the essence of promoting social equity.Therefore,lifting the political veil of welfare in Taiwan is not only an urgent task to ensure the well-being of the people in Taiwan,but also provides an institutional basis for promoting reunification.
