厦门市非即食燕窝实施食品生产许可管理以来企业申请材料及现场核查问题分析  

Analysis of Enterprise Application Materials and Onsite Verification Issues Since the Implementation of Food Production License Management for Non Instant Bird’s Nest in Xiamen City

摘　　要：本文对厦门市非即食燕窝生产企业自2021年实施食品生产许可管理以来,在申请材料及现场核查过程中出现的主要问题进行统计分析,结果表明,2年间书面审查发现缺陷数59个,现场核查20家次,发现缺陷项数120个,不通过率15%。问题主要集中在设备设施、管理制度和生产场所方面的核查项目。同时对问题产生的原因、许可审批过程中存在的风险进行阐述,并提出相应的对策建议,旨在为相关人员提供参考。This article conducts a statistical analysis of the main problems that have occurred in the application materials and on-site verification process of Xiamen non ready to eat bird’s nest production enterprises since the implementation of food production license management from 2021.The results show that during the 2-year period,59 defects were found in written inspections,20 on-site inspections were conducted,and 120 defects were found,with a failure rate of 15%.The problems are mainly concentrated in the verification projects of equipment and facilities,management systems,and production sites.At the same time,the reasons for the problems and the risks existing in the permit approval process are explained,and corresponding countermeasures and suggestions are proposed,aiming to provide reference for relevant personnel.
