资源型城市经济高质量发展的制度组态研究——基于NCA和动态QCA的分析

摘　　要：以制度理论为基础,基于“政府—市场—技术”分析框架,利用2011—2019年间101个资源型城市的面板数据,采用NCA和动态QCA方法,探讨多重制度逻辑下资源型城市经济高质量发展的组态效应。结果发现:资源型城市经济高质量发展不存在单一的必要条件,但环境规制、市场环境和绿色技术创新水平对高水平经济高质量发展具有瓶颈效应;资源型城市经济高质量发展共有三种制度组态,分别为政府—技术、市场—技术以及政府—市场—技术,且绿色技术创新具有普适性作用。动态分析表明,资源型城市经济高质量发展制度组态存在一定的时空变化规律。从时间上来看,三种组态在时序变化上具有一定的稳定性,总体趋势表现为解释力逐步增强。从空间来看,政府—技术制度组态是被最多城市遵循的高质量组态,说明大部分资源型城市的转型发展仍然离不开政府的引导和支持。本研究为探索资源型城市经济高质量发展提供了重要的理论依据,对QCA研究打开“时间之门”具有重要意义。Based on the institutional theory and the analytical framework of"government-market-technology",this study uses the panel data of 101 resource-based cities from 2011 to 2019,and adopts NCA and dynamic QCA methods to explore the configuration effect of high-quality economic development of resource-based cities under the multiple institutional logic.The results showed that there is no single necessary condition for high-quality economic development in resource-based cities,but environmental regulations,market environment,and green technology innovation level have bottleneck effects on high-quality economic development at a high level;there are three institutional configurations for high-quality economic development in resource-based cities,namely government-technology,market-technology,and government-market--technology,and green technology innovation has a universal role;dynamic analysis shows that there are certain spatiotemporal changes in the institutional configuration of high-quality economic development in resource-based cities.From the perspective of time,the three configurations have a certain degree of stability in temporal changes,and the overall trend shows a gradual increase in explanatory power;from the spatial perspective,the government technology system configuration is the high-quality configuration followed by the most cities,indicating that the transformation and development of most resource-based cities still rely on government guidance and support.This article provides an important theoretical basis for exploring the high-quality economic development of resource-based cities,and is of great significance for opening the"time gate"for QCA research.
