摘　　要：交往关系与政治整合代表了人类社会生存与发展基本诉求的不同阶段和属性,可为理解和认识国家内部族群冲突提供新的视角。公民间交往关系和族体间交往关系顺畅互补,国家政治整合合理有效有助于推动多民族发展中国家共同体的建构和治理。反之,则极易引发族群冲突并导致国家衰败。缅甸统一国族身份认同的缺失以及现有法律、制度等方面的歧视性条款使得公民间交往关系呈现较大的紧张与隔阂,而族体间交往亦呈现出分裂与断层。在政治整合实践中,缅甸政府通过共生环境、制度平台、治理体系和能力建设等层面突出公民身份的分殊性和不平等性,导致两种交往关系和政治整合深陷恶性循环怪圈,以致常年性族群冲突导致国家的失序。Communication and political integration represent the different stages and attributes of the basic demands of human society’s survival and development,which can provide a new perspective for understanding and recognizing ethnic conflicts within countries.The smooth and complementary communication between citizens and between ethnic groups as well as the rational and effective political integration of the state are conducive to the construction and governance of the community in multiethnic developing countries.Otherwise,it is very easy to trigger ethnic conflicts and lead to national decline.The lack of a unified national identity in Myanmar and the discriminatory provisions in the existing laws and institutions make the communication between citizens present great tension and estrangement,and the communication between ethnic groups also presents divisions and faults.In the practice of political integration,the Myanmar government highlights the differentiation and inequality of citizenship through the symbiotic environment,institutional platform,governance system and capacity building,resulting in the vicious circle of the two communications(citizen to citizen and ethnic group to ethnic group)and political integration,so that perennial ethnic conflicts have become the norm of the country.
