摘　　要：纸和纸制品是一种可再生、可循环的绿色产品,但其生产过程的资源、能源消耗较多。在全国各行各业开展清洁生产,加快实现“双碳”目标的背景下,造纸工业发展既有较大机遇也面临众多挑战。造纸工业应科学规划产业发展、加快清洁生产技术应用、推行林浆纸一体化发展模式、优化能源结构、开展废弃物综合利用,才能争取更大的发展。Paper and paper-based products are green materials which are renewable and recyclable,but the production of paper is the chemical process which consumes a lot of material and energy.Under the background that all industries in the country carry out clean production and strive to achieve the goal of"double carbon",the development of the paper industry has both great opportunities and many challenges.The paper industry should scientifically plan industrial development,accelerate the application of clean production technology,promote the integrated development model of forestry,pulp and paper,optimize the energy structure,and carry out comprehensive utilization of waste to strive for greater development.
