摘　　要：高校采购工作是高校财经管理的关键环节,招标代理机构的服务质量直接影响采购结果和质量。为推进高校采购工作的提质增效和高质量发展,通过分析招标代理的性质及评估意义,提取服务质量的评估指标,使用层次分析法分层构建指标体系,建立招标代理服务的质量评估体系。结果表明,服务质量与招标代理机构的内部控制制度、采购文件编制、经理执业水平紧密相关。最后根据评估体系提出招标代理优化管理建议,有助于高校加强采购内控建设,优化招标代理的遴选与监管,防范廉政风险,促进采购工作的规范化、科学化、现代化。The procurement work of colleges and universities is the key link of financial management of colleges and universities.The service quality of bidding agency directly affects the result and quality of procurement.In order to promote the improvement of quality,efficiency,and high quality development of procurement work in colleges and universities,the evaluation index of service quality was extracted by analyzing the nature and evaluation significance of bidding agent,and the index system was constructed hierarchically by using analytic hierarchy process to establish the quality evaluation system of bidding agent service.The results showed that the quality of service is closely related to the internal control system of the bidding agency,the preparation of purchasing documents and the professional level of the manager.Finally,according to the evaluation system,this paper put forward some suggestions on the optimal management of tendering agent,which is helpful for colleges and universities to strengthen the construction of procurement internal control,optimize the selection and supervision of tendering agent,prevent the risk of clean government,and promote the standardization,scientific and modernization of procurement work.
