摘 要:为评价水资源环境改善的非使用价值,探讨支付意愿(WTP)和受偿意愿(WTA)的非对称性,通过对甬江流域进行实地调研,基于531份问卷调查,使用平均值估计法和多元线性对数模型对甬江流域居民改善甬江流域水环境的支付意愿和受偿意愿进行测算。结果表明:平均值估计法计算的WTP值为258.5元/(户·年),WTA值为523.8元/(户·年);若考虑相关因素对受访者选择投标值的影响,使用多元线性对数模型计算的WTP值为524.1元/(户·年),WTA值为1269.5元/(户·年);两种方法中WTA与WTP的比值分别为2.026与2.422,表明两者存在差异。结合WTP与WTA相关因素分析,探究水环境改善非使用价值结果差异较大的原因,为水环境改善价值评价测度和环境保护政策的制定提供思路与方法借鉴。In order to evaluate the non-use value of water resources environment improvement and explore the asymmetry of willingness to pay(WTP)and willingness to accept(WTA),a field survey was conducted in the Yongjiang River Basin.Based on 531 questionnaires,the average estimation method and multiple linear logarithmic model were used to measure the willingness to pay and willingness to accept of residents in the Yongjiang River Basin to improve the water environment of the Yongjiang River Basin.The results showed that the mean estimation method results in a WTP value of 258.5 yuan/(household·year)and a WTA value of 523.823 yuan/(household·year),and if the influence of related factors on the respondents′choice of bid value is considered.The results of the multivariate linear logit model are a WTP value of 524.1 yuan/(household·year)and the WTA value is 1269.5 yuan/(household·year),and the ratio of WTA/WTP is 2.026 and 2.422,respectively,indicating a difference between the two.Combined with the analysis of the factors related to WTP and WTA values,the reasons for the large differences in the results of non-use values of water environment improvement were investigated,providing ideas and methodological references for the evaluation measurement of water environment improvement values and the formulation of environmental protection policies.
