乡村治理视域下民族地区民间组织的治理研究——以青海省“侃果哇”民间组织为例

摘　　要：民间组织是乡村治理的重要内容,面对新时期民族地区的结构性变化,需要对民间组织发展中出现的新问题进行深入研究,以提升其公共服务能力,促进其健康发展,进一步助力基层治理和乡村振兴。文章分析了青海省“侃果哇”民间组织在当代的异变倾向及不利影响,认为在强化对民间组织的监管的基础上,政府应转变管理思维,积极引导和培育民间组织的公共服务能力,使之进一步成为助力乡村治理和乡村振兴的丰厚资源。民间组织则需加强自身建设,充分发挥在乡村治理中的独特优势和作用,与政府之间构建“协同”关系,实现乡村治理的“共治”和“善治”。要严格识别和打击民间组织的违法犯罪行为,保护群众合法权益,净化乡村政治生态,为乡村振兴提供良好的社会环境。Folk organizations are an important part of rural governance,and in the face of structural changes in ethnic minority areas in the new era,it is necessary to conduct in-depth research on new problems in the development of folk organizations,so as to improve their public service capabilities,promote their healthy development,and further help grassroots governance and rural revitalization.This paper takes the"kha'go ba"in Qinghai Province as the research object,analyzes its contemporary abnormal tendency and adverse impact,and believes that on the basis of strengthening the supervision of folk organizations,the government should change its management thinking,actively guide and cultivate the public service capacity and level of folk organizations,and further make them rich resources to help rural governance and rural revitalization.Folk organizations need to strengthen their own construction,give full play to their unique advantages and roles in rural governance,build a"synergistic"relationship with the government,and realize"cogovernance"and"good governance"in rural governance.It is necessary to strictly identify and crack down on the suspected illegal and criminal acts of folk organizations,protect the legitimate rights and interests of the masses,purify the rural political ecology,and provide a good social environment for rural revitalization.
