摘　　要：常州大运河是古代两淮、两浙盐业生产和转运分销的交通主干道,它所积淀的历史悠久、内容和种类丰富、地域特色鲜明的盐文化,是一笔有待开发的文旅富矿。在本文看来,常州各级政府应充分发挥主导者角色,做好公共服务和市场宣传,及时化解不同利益主体间的矛盾纠纷,制定鼓励机制与保障措施,为常州大运河盐文旅产业的一体化高质量发展提供支撑。Changzhou Grand Canal is the main road of salt production,transport and distribution in the ancient Huaihe and Zhejiang provinces.It has a long history,rich content and types,and distinct regional characteristics of salt culture,which is a rich cultural and tourism mine to be developed.According to this paper,governments at all levels in Changzhou should give full play to their leading roles,do a good job in public service and market publicity,resolve conflicts and disputes among different stakeholders in a timely manner,formulate encouragement mechanisms and safeguard measures,and provide support for the integrated and high-quality development of salt and cultural tourism industry in Changzhou Grand Canal.
