摘  要:现代城市竞争的本质是人才的竞争,城市人才生态建设是人才竞争的关键。基于多边市场和价值共创的整合分析视角探究城市人才生态系统的运行机理,构建了城市人才生态系统的多Agent模型,运用计算机实验仿真分析不同类型的人才政策对城市人才生态环境的影响。研究结果发现:(1)短期内,无论是直接人才政策还是间接人才政策均有助于改善提升城市人才生态环境水平;长期而言,间接人才政策则比直接人才政策的效果更为明显。(2)在单一人才政策工具中,与实行人才补贴和发展人才资源服务机构政策相比,改善人才发展环境对推动城市人才生态环境水平与长期可持续发展更为有效。(3)改善人才发展环境的政策与人才补贴政策、引入人力资源服务机构的政策组合比单一政策更能提升城市人才生态环境水平。研究结论对地方政府制定人才政策具有一定政策启示。As the first resource for innovation and development,talent has become a scarce resource for competition between countries and cities.The competitiveness of cities is increasingly rooted in the capacity to attract,retain,and nurture talent,and the construction of the ecology of urban talent development is the key to the competition for talent.As an open system,the city is not only a platform for enterprise development,but also a place for talents to live and perform their functions.It also provides matching between enterprise needs and talent development and achieves co-creation and win-win results.As a city manager,the government can formulate and implement talent policies to improve the talent ecological environment.From the perspective of integrated analysis of multilateral markets and value co-creation,analyze the value co-creation activities among enterprises,talents,intermediary service agencies and the government in the urban talent ecosystem,and explore the operation mechanism of the urban talent ecosystem.A multi-agent model of the urban talent ecosystem is constructed,and computer simulation experiments are used to explore the impact of direct talent policies such as increasing talent subsidies and indirect talent policies such as developing human resource service agencies and improving talent development environment on the urban talent ecological environment.The results show that:(1)In the short term,direct talent policies like talent subsidies and indirect talent policies such as the introduction and construction of talent service institutions or optimizing urban talent development mechanisms can improve the level of urban talent ecological environment.In the long run,the indirect talent policies will have a more positive effect on the improvement of the urban talent ecological environment.(2)Compared with the policies of talent subsidies and building talent service institutions,optimizing urban talent development mechanism are more effective for the long-term sustainable promotion of talent ecologica
