城乡交流中的多尺度网络与重构——以韩国的经验为例

摘　　要：韩国作为东亚典型的后发现代化国家,通过“压缩式”城镇化道路高速发展,但依然存在城乡发展失衡问题。21世纪以来,多尺度研究逐渐成为人文地理学、区域经济学、地域社会学等学科中的新兴解释框架。多尺度研究中体现出的尺度社会网络性、尺度行动者主体性、尺度政治过程性等社会属性,为城乡交流研究提供了一个新的解释框架。当今,城乡交流日益成为一个多元、开放、跨地域的多尺度重构的社会过程。二战后,韩国为缓解城乡二元对立关系,大力推行促进城乡交流的相关法律和政策。社会组织作为跨尺度行动者之一,在中央、地方、乡村等多尺度的博弈合作中发挥核心作用,将其他多尺度行动者编织成一个覆盖城乡的网络领域。韩国的有效经验对我国的启示在于:第一,夯实和细化城乡交流的法律保障,拓展提升多元尺度行动者的多重功能;第二,培育跨尺度行动者,充分发挥社会组织在城乡领域的枢纽性作用;第三,精准划分城乡尺度,积极打造多尺度的城乡交流网络。As a typical latecomer state of modernization in East Asia,South Korea has made remarkable achievements through the“compressed”urbanization path,while there are still imbalances between urban and rural development.In the new century,multi-scale research has gradually become a new interpretation framework of disciplines such as human geography,regional economics,and regional sociology.The social attributes of scale social network,scale actor subjectivity,and scale political process reflected in multi-scale research have provided a new interpretation framework for urban and rural studies.Nowadays,urban-rural exchange shave evolved into a multi-dimensional,open,and trans-regional social process of multi-scale reconstruction.After World War II,in order to alleviate the dual opposition between urban and rural areas,South Korea comprehensively introduced relevant laws and policies on urban-rural exchanges.As cross-scale actors,social organizations played a core role in multi-scale games and cooperation among the central government,local governments,and local villages,weaving other multi-scale actors into a network area connecting urban and rural territory.The enlightenment of South Korea s experience toward China lies in the following aspects:firstly,enhancing and refining legal guarantee of urban-rural exchanges and empowering the multiple functions of actors at multiple scales;secondly,cultivating cross-scale actors and maximizing the pivotal role of social organizations in urban and rural areas.Lastly,establishing precise scales for urban-rural exchanges and actively building a multi-scale network.
