摘　　要：当前碳市场中存在碳价异常、政策目标累积、义务市场发展受限等问题,影响森林碳汇与碳账户价值的实现,需要综合运用法律、金融、林业管理等手段,通过找准政府定位、优化碳金融机制、完善碳市场配套法律体系、提升森林碳汇竞争力等措施来释放两者的潜力,从而协助碳市场实现“双碳”目标、减缓气候变化,在后京都时代有效提升我国在国际气候谈判中的话语权。At present,there are problems such as abnormal carbon price,cumulative policy objectives,and limited development of the obligatory market in the carbon market,which affect the realization of the value of forest carbon sinks and carbon accounts,and it is necessary to comprehensively use legal,financial,and forestry management means to release the potentials of the two by identifying the government’s position,optimizing the carbon financial mechanism,perfecting the supporting legal system of the carbon market,and enhancing the competitiveness of forest carbon sinks,thus assisting the carbon market in realizing the goal of“dual-carbon”,mitigating climate change,and effectively enhancing the country’s right to speak in the international climate negotiation in the post-Kyoto era.
