摘  要:高等教育体制转轨期,弱势高校战略规划指标适切性和执行情况长期不尽如人意。战略选择频频陷入偏差或摇摆不定的迷失状态,即战略选择陷阱。研究依据非概率配额抽样法,选取十所弱势高校作为调查样本。“场域-规则-惯习”分析框架下,选择陷阱是战略竞赛的产物。弱势高校战略选择陷阱表征为战略目标选择偏差、任务选择冲突和路径选择悖论。战略选择陷阱由三股动力交织而成:战略空间负反馈不足形成的场域动力、规则供给适应性困境形成的基本动力和惯习调适能动性不佳形成的原初动力。走出战略选择陷阱,既需要外部规则致力于创建良序竞争空间,也需要弱势高校聚焦基于组织学习的战略能力提升。In the dual-track system of higher education,the appropriateness and implementation of strategic planning indicators among weak universities have been unsatisfactory for a long time.Their strategic choices frequently fall into deviation or a wavering state,that is,the trap of strategy choice.Based on the non-probability quota sampling method,the study selects ten weak universities as the survey samples.Under the framework of"field-rules-action strategy",the choice trap is the product of strategic contest;the trap of strategy choice among weak universities is characterized by the deviation in strategic goal choice,the conflict in task choice and the paradox of path choice.The trap of strategy choice is intertwined by three driving forces:the field force shaped by the insufficient negative feedback in strategic space,the basic force structured by the coordination dilemma on rule supply and the original force provided by the poor initiative of habitual adjustment.In order to get out of the strategy choice trap,it not only requires weak universities to actively carry out organizational learning,but also calls for the supply of external rules committed to creating a well-organized competitive space.
