摘  要:加快建设教育强国,既要坚定不移深化改革修炼“内功”,还要坚定不移推进对外交流与合作。中外合作办学作为在地国际化的一种重要实践形式,为我国高校持续提升对外开放水平提供了一个有效的实践方向。本研究通过对江浙沪地区“双一流”建设高校25所中外合作办学机构的发展现状进行分析,发现三地合作办学整体发展逐渐成熟,但也存在以下问题:合作对象虽多为发达国家高校,但世界一流高校占比较小;专业设置虽各有特色,但外方高校优势专业引进力度不够;培养模式虽日趋多元,但人才培养层次有待提升;质量保障体系虽逐步完善,但与国际标准对标尚有差距;办学成效虽逐渐显现,但合作内涵不够深入。教育强国背景下,为实现“双一流”建设高校中外合作办学机构高质量办学,我国要加大优质教育资源融合力度,聚焦一流学科建设重点;创新人才培养模式,构建高层次人才培养体系;对标国际标准完善质量保障体系,提升中外合作办学质量;加强国际资源协同,增强办学科研创新能力;发挥高水平办学机构示范引领作用,助力教育强国战略布局。To speed up the building of a strong education country,we must not only unswervingly deepen reform and cultivate"internal achievements",but also unswervingly promote external exchanges and cooperation.As an important practice form of local internationalization,Sino-foreign cooperative education institutions provides an effective practical direction for Chinese colleges and universities to continuously enhance the level of opening up to the outside world.This paper analyzes the development of 25 Sino-foreign cooperative education institutions of"double first-class"universities in the three provinces of Jiangsu,Zhejiang and Shanghai,and finds that the overall development of cooperative institutions in the three regions is relatively mature,but the following problems exist:most of the partners are universities in developed countries,but the proportion of world-class universities are relatively small;the specialty setting has its own characteristics,but the contribution to the discipline construction of mother universities is not high;the training mode is increasingly diversified,but the level of talent training system needs to be improved;the quality assurance system is gradually improved,but there is still a gap with the international standard;although the results of running the school are gradually showing,but the connotation of cooperation is not deep enough.Under the background of building an educationally strong nation,in order to realize high quality running of Sino-foreign cooperative education institutions of"double first-class"universities,it is suggested to strengthen the integration of high-quality educational resources,focus on the key points of first-class disciplines;innovate the talent training mode in the new era,build the high-level talent training system;improve the quality assurance system according to international standards,improve the quality of Sino-foreign cooperative running institutions;strengthen international resources coordination,enhance the ability of scientific research and innovation
