数字中国建设背景下数字人才发展困境与职业本科教育的应对——基于数字经济特性的分析

摘　　要：数字经济作为一种新经济形态,深刻影响着全球资源配置与经济结构调整,为世界竞争格局变化赋予了新动能。虽然我国数字经济规模宏大,但目前数字经济价值链及其发展质量与发达国家相比仍有差距,尤其是数字人才匮乏已经成为制约经济高质量发展的瓶颈。在数字中国建设背景下,当前我国数字人才在发展过程中还存在着高端复合型数字人才匮乏,区域、城乡和三次产业数字人才结构失衡,数字弱势群体与数字优势群体之间存在数字鸿沟三个突出问题。职业本科教育因其具有的高层次性和高等教育性,应承担起培养数字人才的重要使命,具体做到:着力打造新型数字基础设施,构筑数字人才培养的新基石;满足企业数字化转型需求,着力培养高端复合型数字人才;增强职业本科教育适应性,提升数字人才供给的均衡性;提升公民数字素养,填平弱势群体数字鸿沟。As a new economic form,the digital economy has a profound impact on the global allocation of factor resources and the adjustment of the economic structure,giving new momentum to changes in the global competition pattern.Although the scale of our country's digital economy is huge,however,the value chain and development quality of the digital economy still lags behind developed countries.In particular,the lack of digital talents has become one of the bottlenecks restricting the high-quality development of the economy.Under the background of digital China construction,there are still three prominent problems in the development of digital talents in our country:the lack of high-end compound digital talents,the imbalance in the structure of digital talents in regions,urban and rural areas and the three industries,the"digital divide"between the digitally disadvantaged and the digitally advantaged.Because of its high-level and higher education,vocational undergraduate education should undertake the important mission of cultivating digital talents.Specifically,it should focus on building new digital infrastructure and build a new cornerstone for digital talent training;to meet the needs of digital transformation of enterprises,focus on cultivating high-end compound digital talents;to enhance the adaptability of vocational education,focus on improving the balance of the supply of digital talents;to improve the digital literacy of citizens,focus on bridging the"digital divide".
