摘  要:梳理国家绩效考核运营效率指标的考核内涵及导向,建立指标之间的联动关系,以明确指标提升的思路。运用案例分析法,以某市10家三级综合公立医院为例,通过选取2019年-2023年运营效率指标中9个国家监测指标,分析5年指标数据走向,以了解医院运营管理的现状及存在问题,找出短板,探讨加强医院运营管理的思路与措施。提出以绩效考核为“抓手”,建立以问题和目标为导向的医院运营管理体系,将考核要求转化为内生发展动力,以考促建,持续提升。This study was designed to clarify the connotation and orientation of the item"Operational Efficiency"in the National Performance Assessment Index and establish the interrelations between items,thus further optimizing these items.Using the case analysis method,we selected 10 tertiary general public hospitals for analyzing 9 national monitoring indicators in the item"Operational Efficiency"during the period from 2019 to 2023,with an attempt to investigate the status quo of hospital operation and management,identify the shortcomings,and find new ideas and measures to improve hospital operation and management.With the performance assessment as the"starting point",a problem-and goal-oriented hospital operation and management system may be established.The assessment requirements may be transformed into endogenous development driver,which finally promotes creative construction and enables constant improvements.
