摘  要:城市交通拥堵治理和交通降碳减排都是当前城市面临的严峻挑战,二者具有较强的关联性,在治理措施上应寻求协同治理手段。个人交通碳交易体系(PTCTS)是典型的城市交通拥堵和交通降碳协同治理手段。本文提出了较为完整的个人交通碳交易体系的政策设计,包括可排放碳总量、初始分配方案、交易市场构成等,并采用实验经济学方法对该政策进行实证分析。实验结果表明PTCTS政策具有良好的可接受度和预期效果,能有效引导交通需求,提升公共交通分担率。Urban traffic congestion governance and traffic carbon reduction are both severe challenges facing cities at present.These two problems have strong correlation,so we should seek cooperative governance measures.The Personal Transportation Carbon Trading System(PTCTS)is a typical collaborative approach to urban traffic congestion and traffic carbon reduction.This study proposes a set of policy designs for personal transportation carbon trading system,including the cap and initial allocation scheme of traffic carbon quota,and the composition of the trading market,and uses experimental economics methods to empirically analyze the policy.The experimental results show that the PTCTS policy has good acceptability and expected effect,which can effectively guide traffic demand and improve the public transport sharing rate.
