摘 要:随着“水土保持”基本国策的实施,在全寿命周期内,虽然建设单位根据法律法规要求开展了水土保持工作,但是在实际建造过程中,仍然存在实际实施水土保持措施量比水土保持方案设计措施量少的问题。经过研究发现,水土保持存在问题的主要原因为制度上缺乏相应的强制性规范、施工图设计单位未考虑部分水土保持措施,水土保持方案编制单位后续服务不够、建设单位对水土保持资金的使用及管理不够到位、施工单位对水土保持工作不够重视和咨询单位的水土保持业务水平不够高等。要减少建设过程中水土保持存在的问题,还需要参建各方的共同努力。With the implementation of the basic national policy of“soil and water conservation”,according to the requirements of relevant laws and regulations,the employer has carried out soil and water conservation works during the whole life cycle,but in the actual construction process,there are still problems that the actual amounts of water and soil conservation measures are small compared with the designed measures.It is found that the main reasons for the problems of soil and water conservation are the lack of corresponding mandatory norms in the system,the construction design institution does not consider some water and soil conservation measures,and the follow-up service of the soil and water conservation program institution is not enough,the employer does not use and manage the water and soil conservation funds suitably,the contractor does not pay enough attention to the water and soil conservation work,and the consulting company does not have a high level of water and soil conservation business.To reduce the problems of soil and water conservation during construction,it is also necessary to work together with every one involved in the construction.
