摘 要:共同富裕是社会主义的本质要求,是中国式现代化的重要特征。职工基本医疗保险作为基础性的民生保障制度安排,肩负着促进共同富裕的重大使命。文章以职工医保筹资政策为研究切入点,梳理回顾职工医保筹资政策演进与实施现状,从促进共同富裕的角度审视现行筹资政策存在的问题和面临的挑战,并按照共同富裕的核心要义提出公平、规范、统一和动态调整的政策完善要求及具体的思路和建议,防范医保筹资导致的“逆向”再分配、促进制度高质量发展,从而为扎实推进共同富裕提供有力且有效的制度支撑。Common prosperity is the essential requirement of socialism and an important characteristic of Chinese-style modernization.As a fundamental social security system,basic medical insurance for employees bears the significant mission of promoting common prosperity.This article takes the funding policy of employee medical insurance as the research entry point,reviews the evolution and implementation status of the funding policy,examines the problems and challenges of the current funding policy from the perspective of promoting common prosperity.It also proposes requirements for policy improvement,including fairness,standardization,unity,and dynamic adjustment,as well as specific ideas and suggestions in accordance with the core essence of common prosperity,to prevent the“reverse”redistribution caused by medical insurance funding and promote the high-quality development of the system.In this way,it provides strong and effective institutional support for solidly promoting common prosperity.
