摘　　要：伴随着新一代信息技术的纵深发展,以数据驱动和数字治理为核心特征的数字政府转型成为全球治理变革的核心议题。数字政府是数字中国建设的重要组成部分,加快数字政府转型是推进国家治理体系和治理能力现代化的重要途径,也是应对数字经济发展的现实需要。对于数字政府而言,技术发展、政策支持、财政资源以及公众需求等因素构成了转型基础。然而,在数字政府转型过程中亦面临数字转型理念滞后、数据共享机制不畅、公众参与程度不高等诸多问题。对此,推进数字政府转型需要加强全局引导规划、构筑数据共享机制、完善数字安全体系、强化社会力量参与,因地制宜地实现数字政府健康有序发展。With the rapid development of next-generation information technology,digital government transformation has emerged as a central topic in global governance reforms,characterized by data-driven approaches and digital governance.Digital government plays a pivotal role in China’s digital construction,and expediting its transformation is of utmost importance for modernizing the national governance system and capabilities,as well as for addressing the practical needs of digital economic development.The foundation for this transformation lies in various factors,including technological advancements,policy support,financial resources,and public demands.Nevertheless,the process of digital government transformation faces numerous challenges,such as outdated digital transformation concepts,ineffective data sharing mechanisms,and limited public participation.To tackle these issues,it is imperative to promote digital government transformation by strengthening comprehensive guidance and planning,establishing robust data sharing mechanisms,enhancing digital security systems,and increasing social participation.These efforts will ensure a healthy and well-organized development of digital government tailored to local conditions.
