摘 要:推动领军企业打造原创技术策源地,增强企业原始创新能力,从源头和底层解决关键技术问题是系统提升技术创新体系整体效能的关键切入点。本文系统梳理了国内外关于创新策源地的定义,归纳凝练了创新策源能力的特征、评价指标及提升举措,探索性地提出企业建设原创技术策源地的内涵,立足未来导向、人才为本、前瞻布局、改革赋能的总体原则,从人才资源、要素聚集、成果产出、创新氛围、政策制度等方面构建了“潜力-能力-实力-活力-动力”的“五力”评估模型,为开展企业原创技术策源地评价提供理论借鉴。Promoting leading enterprises to create technology innovation origins,enhancing their original innovation capabilities,and addressing key technical issues at its source are key for systematically improving effectiveness of the technology innovation system.This paper systematically sorts out the definitions of technology innovation origins,analyzes the characteristics and evaluation indicators,summarizes ways to improve technology innovation capacity,and explores the connotation of building technology innovation origins in enterprises.Based on the principles of future orientation,talent oriented,forward-looking layout,and reform empowerment,this paper constructs a five forces evaluation model from talent resources,elements aggregation,scientific and technological achievements as well as innovation climate,which would provide theoretical reference for evaluating technology innovation origins in enterprises.
