香港特区区域教育枢纽建设:战略与成效

摘　　要：2004年香港特区政府提出建设区域教育枢纽的设想,作为“一国两制”框架下香港特区高等教育发展的重要战略。建设区域教育枢纽,建立与“一国两制”相耦合的特区高等教育,对于香港地区和内地都具有重大战略意义,也彰显“一国两制”在香港地区的实践价值。香港特区区域教育枢纽政策既是对国际高等教育竞争的回应,也是对“粤港澳大湾区”的呼应,更是对“一国两制”的响应。根据“一国两制”理论,基于“全球—国家—地方”分析框架,探讨“一国两制”下香港特区区域教育枢纽建设,发现香港特区区域教育枢纽建设选择高等教育国际化、高等教育区域化和高等教育多元化三大发展战略和建设路径,在提升高等教育国际化水平、深化区域高等教育交流合作和促进高等教育多元化发展等方面取得明显成效,区域教育枢纽建设初具形制,未来可期。The vision of building a regional education hub put forward by the Hong Kong Special Administrative Region(Hong Kong SAR)government in 2004 becomes an important strategy for the development of higher education in Hong Kong under the framework of“one country,two systems”.Building a regional education hub and establishing higher education of the SAR coupled with“one country,two systems”are of great strategic significance to both Hong Kong and the mainland of China,and also demonstrate the practical value of“one country,two systems”in Hong Kong.The policy of Hong Kong SAR about building a regional education hub is a reply to international competition of higher education,an echo to the“Guangdong-Hong Kong-Macao Greater Bay Area”,and a response to“one country,two systems”.Based on the"global-national-local"analytical framework,the construction of a regional higher education hub in Hong Kong SAR under"one country,two systems"is discussed.The study finds that the construction of Hong Kong SAR regional education hub chooses three major development strategies and construction paths:internationalization of higher education,regionalization of higher education and diversification of higher education.It has achieved remarkable effects in enhancing the internationalization level of higher education,deepening regional exchange and cooperation in higher education and promoting diversification of higher education.The construction of a regional education hub is taking shape and its future is promising.
