摘  要:实现高水平科技自立自强是把握新一轮科技革命和产业变革机遇的必然选择。关键核心技术是实现科技自立自强的题中之义,但现有研究多聚焦于其概念内涵、体制机制以及突破路径等维度,对其创新过程模式关注不足。笔尖钢创新的成功案例具有重要的典型和借鉴意义。因此,采用纵向单案例研究方法,通过剖析笔尖钢这项关键核心技术“从无到有,从有到优”的创新历程,构建了使命驱动型创新的微观过程模型,总结了政府以使命驱动关键核心技术创新的行为演变及作用机制。结果发现:(1)使命驱动型创新过程包含使命定义、使命实施和使命迭代3个阶段,政府分别发挥使命动议者、使命组织者和使命参与者作用主导和参与创新过程,帮助企业解决“做什么、做不了以及做得好”的问题,激活和加速突破关键核心技术创新进程,实现科技自立自强。(2)伴随使命驱动过程,政府对创新活动的作用方式从直接强干预转向幕后间接参与,企业则从被动安排走向主动攻关。(3)在使命定义阶段,政府通过认定机制激活创新方向;在使命实施阶段,政府通过拣选机制、组织机制与激励机制有机组合激活企业创新动力;在使命迭代阶段,政府通过强化机制增强企业创新动力,以有效化解各阶段中面临的制约因素。To achieve high-level ST self-reliance and self-improvement is the inevitable choice to grasp the opportunities of the new round of scientific and technological revolution and industrial transformation.Mastering key core technologies is a prerequisite for achieving ST self-reliance and self-improvement.Most of the current research focus on the concept,mechanism and breakthrough path of key core technology,but pay insufficient attention to the innovation process mode of key core technology.More importantly,the monopoly,high barriers and high input characteristics of key core technologies may lead to market failure of technological innovation,so the role of government in them is also worth exploring.Writing instrument industry is a livelihood industry closely related to national education,and belongs to the traditional manufacturing industry.The nib steel technology,the key core technology of the writing instrument industry,has made a series of major breakthroughs by the government in the form of a mission to promote independent innovation.Its successful cases have important typical and reference significance.However,the existing literature still has insufficient discussion of key core technological innovations in traditional industries.Therefore,this paper adopts a longitudinal single-case study approach.By analyzing the independent innovation history of nib steel,we construct a micro-process model of mission-oriented innovation.At the same time,We also summarized the government's behavioral changes and mechanisms of action in the process of mission-oriented innovation.The conclusions are as follows:(1)The mission-oriented innovation process includes three stages:mission definition,mission implementation and mission iteration,in which the government plays the role of mission initiator,mission organizer and mission participant respectively to help enterprises solve the problems of“what to do,what cannot be done and what to do well”,activate and accelerate the breakthrough of key core technology innovation proce
