慈善环境评价与慈善事业高质量发展——基于生态系统理论的分析视角

摘　　要：慈善环境优化是慈善事业高质量发展、实现共同富裕的重要举措。如何全面准确评价慈善环境是优化慈善环境的重要基础。参考营商环境提出营善环境概念内涵,并从生态系统理论出发剖析构建慈善生态系统对慈善环境评价的重要价值,通过梳理和比较全球公益慈善环境指数、好公益指数、中国城市公益慈善指数、中国慈善政策进步指数等国内外慈善环境评价体系,发现其既共同的评价取向,也有各自的侧重点和问题。在此基础上提出优化营善环境评价、加强营善环境建设的相关对策建议。The optimization of philanthropy environment is an important measure for the high-quality develop⁃ment of philanthropy and the realization of common prosperity.How to comprehensively and accurately assess philanthropy environment is an important basis for optimizing philanthropy environment.Referring to the con⁃cept of philanthropy environment,this article proposes the connotation of philanthropy environment,and analyz⁃es the important value of building a philanthropy ecosystem to the assessment of philanthropy environment from the perspective of ecological systems theory.By sorting out and comparing domestic and foreign philanthropy environment assessment systems,such as the Global Philanthropy Environment Index,the Doing Good Index,the China City Charity Index,and the China Charity Policy Progress Index,it is found that there are both com⁃mon assessment orientation and their respective focuses and problems.Finally,this article puts forward relevant countermeasures and suggestions to optimize the assessment of philanthropy environment and to strengthen the construction of philanthropy environment.
