摘　　要：世界记忆项目历经三十余年发展,其政策应时而变、与时俱进。把握《世界记忆项目总方针》的发展历程与内容演变,对于我国文献遗产实践借鉴与接轨国际具有重要意义。《世界记忆项目总方针》于1995年发布、于2002年和2021年经过两次修订。它的内容演变主要表现为其对于世界记忆项目方方面面的规制,包括:在战略定位方面,坚持核心目标、视野范围由窄及宽;在组织架构方面,沿用“3+1”模式、IAC分委会应时而变;在名录管理方面,划分层级结构、评审标准持续优化;在项目活动方面,聚焦重点关切、业务形式渐趋多元。The Memory of the World Programme has undergone more than thirty years of development,and its policies have changed and kept pace with the times.Grasping the development process and content evolution of the General Guidelines of the Memory of the World Programme is of great significance for China's documentary heritage practice to refer to and integrate with international standards.The General Guidelines was released in 1995 and revised twice in 2002 and 2021.Its content evolution is mainly reflected in its regulations on all aspects of the Memory of the World Programme,including:in terms of strategic positioning,it adheres to the core objectives,and the scope of vision changes from narrow to wide;in terms of organizational structure,it continues to use the "3+1" model,and the IAC sub-committees change with the times;in terms of directory management,it divides the hierarchical structures,and the evaluation standards are continuously optimized;in terms of project activities,it focus on the key concerns,and the business forms are becoming more diverse.
